Para aumentar la reserva de hidrocarburos en el país, desde 2013 la ley plantea la participación del sector privado en almacenamiento y transporte de petróleo o sus derivados y gas: hoy solo hay 14 de 70 proyectos registrados y hace dos años no hay iniciativas, afirman especialistas, aunque la industria argumenta falta de permisos, obstáculos legales y de mercado.
